windows won't remember the passcode for bluetooth devices

i know there's another thread similar to this below, but i have a slightly different problem. i can get my wireless mouse and keyboard to work with windows, but i have to install them manually each time by opening the bluetooth preferences, uninstalling the devices, then reinstalling them. anytime i restart, even i choose "manual passcode" or "choose a passcode for me", it will not remember it and say "no passcode" below the device. any suggestions?
also, why won't windows remember the time? i keep changing it on every log in, but it always reverts back to another time zone
 
It's been a while since you posted this. has this been fixed yet? If not then what version of boot camp are you using?
