Wireless card broken, Airport won't turn on

I don't know what I did, but I have a Belkin PCMIA card I was using on my Powerbook. It detects it fine, and I have the Belkin icon on the menubar at the top. However Airport is off, and whenever I click to turn it on, nothing happens. Any ideas on what I can try to see if the card is working ok?
