Workgroup Manager not managing user apps


I'm managing a XServer 10.5.8 for a school and our LDAP is connected and reading our Windows Server 2008 AD for authentication only. Since I am dealing with minors mostly I tried to use WGM and authenticated to the admin user for /LDAPv3/appleserver to remove Photobooth, Front Row, etc...etc. The problem is when I select all of the programs I wish for them to access and set the programs viewable from the dock and save those updates it does not show on the client iMacs. Am I missing something, I rebooted each iMac and it still loaded with the unwanted programs?
