x icons

ok, you've all probobly been to xicons.com, and noticed how almost anyone who makes an icon set makes icons for all asortments of things, like folders, drives, applications, doclings, and more. well, i was wondering, is there a way to get these icons to appear globally? would be nice to have a universal theme to the mac in accordance to the background, instead of have the look you like on your desktop, but then going into a folder and it being completely different if anyones making a program for this type of thing, please, pleeease finish quickly
