Do you mean XSLT processor? xsltproc comes with OS X (at least on 10.5), try it.

You don't need to download it -- it's included with Mac OS X.

Simply launch the Terminal, and type that command into the Terminal command line. If you want to learn how to use that terminal program, type:

man xsltproc

...and the manual page will be displayed for that program.
