Have you recently blasted keyboard with compressed air; vacuumed keyboard; or at the least, inverted keyboard and shaken it? All highly recommended occasionally to remove debris.
I always use caps lock... and does both shifts not work? if so, you might have messed around with their functions and need to change them in system preferences.
