Entourage and Hotmail

I can not send or receive e-mail using Entourage with Hotmail. When sending e-mail, I receive an error message as follows:
HTTP error. Access to the resource is forbidden.

The Hotmail folder list could not be received.

Account name: "hotmail"
Error 18597

I am using Entourage 2004 on my MacBook ver 10.4.11.
I have a good internet connection. There is no problem with the hotmail account or password as I can access it on my PC but not using my Mac with Entourage. I called Cox Cable but they didn't have a solution or explanation why I was not able to use Entourage with hotmail.
Any help would be gratefully appreciated. Thank you

Because you can neither receive nor send messages via Hotmail, it appears that you do not have POP access to the service. Most webmail services that allow POP/IMAP access require a fee for the privilege. Does Hotmail require such a fee and if it does, have you paid it?

For those who have trouble sending emails using hotmail account on Entourage follow this guide http://windowslivehelp.com/solution.aspx?solutionid=a485233f-206d-491e-941b-118e45a7cf1b

but use your full hotmail account name for login, and for outgoing smtp override port to 587 , and make sure you select secure SSL. And type in your login name and password on outgoing instead of “use same as login”.
