Icons in dock just bounce

Sometimes I click on a icon to use a program and the icon just bounces, doesn't open. I have to restart to get it to work again.

Anyone know why?
 
I get that problem when I'm putting my mac under a lot of strain. If this never happens after a fresh reboot; then this is probably the solution: More RAM.
