Mac OSX 10.5.6 Force Quit trouble

Recently my wife & I have been experiencing a lot of software lock-ups on our Mac. When we try and Force Quit the program(s) that have stopped running, it doesn't do anything. The program still has the 'blue oval' beneath like it is an active program. It mainly happens with iTunes or iPhoto. Sometimes with Mail & Safari. All Mac programs. Is there any way to quit the program if Force Quit doesn't work? Sometimes it gives us the error saying that the program unexpectedly closed do you want to send the report to Apple. We click Yes and then it just sits there. The program never closed though.
 
Have you ever run any software maintenance on your Mac?

Download a maintenance program like either the free(donationware) Yasu or Onyx and run all the cleaning routines. The programs will then reboot your Mac and I strongly suggest you immediately reboot again to fully rebuild the startup/shutdown routines.
