OS X Will Not Shut Down/Restart/Logout

OS X will not shut down, restart, or logout. If I tell it to do any of these things, the screen goes pale blue, the mouse is still active, as is the Force Quit (Command+Option+Escape) dialog box; oddly, tho', there are no programs listed as running and, still, the machine has not shut down, restart, or logout. Does anyone have any ideas?
 
Why, yes, my startup volume WAS full, but I fixed that. fsck doesn't seem to do anything, with or without the -y modifier. When you run either, the command prompt comes back immediately, indicating that nothing is actually being done. Hmmmm......
