What do you mean by "share a 'Sharing Only' user"? Users cannot be shared, so I'm having difficulty understanding what you're trying to do.
Are you asking if a user can access a server only via FTP? If so, yes, this is possible... but probably not (unless you're experienced with Terminal work) with the non-server flavor of Mac OS X.
