Time Machine doesn't load

A friend of mine may have deleted some files from the Time Machine package/application. Is there a way to recover the application to default settings? The Time Machine application is in his Applications folder and in the System Preferences but when I try and open it, it stays at 'Time Machine Loading...' It never opens it. He has never used Time Machine so he just wants to use it for the first time.

First open /Applications/Utilities/Disk Utility and use that to select the sparsebundle and run repairs on that sparsebundle. See if that helps.
