What is Quartz Extreme?

I recently tried to install an application, but it informed me that I could not install because I did not have Quartz Extreme. If I update my videocard to something with, say, 128 mb vram, will I have Quartz Extreme? Heres my current display/graphics info:

No what need is new Vidoe card that has 10.4 core n it it will say as much when you looking at.because that card you have to old.
 
if you get a new enough card, then you can have Core Image enabled as well, which will allow you to do everything graphically in Mac OS X.
 
Thanks! I was noticing big problems in iDVD and iMovie 6, i.e. I could not preview the effects. I'll try a new graphics card then.
