I disconnected the 3rd party Blu-ray burner and powered back up. The Apple SuperDrive still ejects immediately any media I load (blank DVD-R, factory produced music CD, already burned DVD-R, etc.).

Well, I'm seeing something rather similar on my 10.4.11 G4 system but the strange items are files instead of folders. They're usually locked, but not always, and they're always the same size (4.3 MB).
And in my case I have a hunch that they're somehow associated with running Firefox, instead...
I did exactly as you suggested, and then installed the latest update(s). After reinstalling a handful of control panels and applications that were in the System folder I had the system back to normal, and the old version of CUPS was gone.
