There is a way to get the same result as Installing the developer tools does. Just by typing this in the terminal : sudo update_prebinding -root / This might just take a while to do but it's worth it (that's my opinion though) It does exactly the same thing as the Dev Tools update...

I have had the same problem. Do you use Internet Explorer? If you use Omniweb it doesn't seem to work. At least not with me. You just have to make sure IE is set as default web browser in the Internet System preferences.
