How much memory and what speed is your CPU? My Word 2004 and Excel 2004 run perfectly fine. Sometimes they may feel a bit slower, but it's really just the little animations and effects that make it seem that way. Entourage does run slower than Mail though, but I'd imagine it has a lot to do...

The ones that can be dragged are Apple programs or OS X specific programs that use a non-public interface for status menus. Other programs that use status menus are supposed to use a public interface that are non-moveable and behave just like regular menu bar menus.

/System/Library/Contextual Menu Items/ I would just try reinstalling the Cumulative 10.3.5 update from Apple's site. That should clear it up. If not, then something else is probably interfering with it. Did you install any plugins lately?

What's the file extension? Have you already installed DivX and the Xvid codecs? Another possibility is that the file is bad. Are you sure the file you're trying to play isn't corrupt?
