Tabs are not compatible with the official Apple GUI guidelines afaik. So you'll not see tabbed windows in Safari (at least not before Apple substantially reforms their GUI or hell freezes over :D ).

I think you can use the "Apple System Profiler" to find out if you have an Airport card installed. It'll be in Applications/Utililties on OSX or in the Apple menu on OS9.
