HostRelauncher, this a component of Timbuktu. I think it checks to see if the state of the Timbuktu service. Maybe a Timbuktu reinstall will fix this. If you are using 10.2 you should be using Timbuktu 6.02.

Does your Mac have more than 1 IP address? This happen to me once when using internet sharing. Try deleting all prefs and performing a clean resinstall. At work I have TB2 6.0x setup on about 100 macs running 10.1x and 10.2x. and have never runinto any major problems.
