What you can do is set Firefox to block cookies by default and then make exceptions to allow cookies that you want, or set Firefox to keep cookies until Firefox is closed and make exceptions to allow any cookies for those that you want preserved.

The other users will have to go to your account to get the files in your Public folder. The distinction between the Public folder and the others that are present in your account by default is that other users cannot access your Documents, Music, Movies, or Pictures because those are private.
