4 year old Scanner w/v OS X 10.3.6

I have a Umax Astra 3400 Scanner, because I have no drivers I know there is third party software available called Vuescan for about $40.00 which caters for old scanners. But I would like to know if there is a free dl that can configure OSX to work my scanner?

If VueScan doesn't do it, there probably aren't any free alternatives. VueScan supports a wide range of scanners, with certain exceptions. Hamrick's list of supported devices says that some versions of your scanner will work -- you might wanna download the software and give it a try, as it may be the only choice available.
