Everytime I try to download Adobe Flash the package opens in Iphoto, and no other application will open it. The package shows up in my internet plug ins but adobe flash still doesnt work.
Macbook 10.4.11

Any help is greatly appreciated

The package is supposed to open in Installer, which is supposed to be in your Utilities folder. You may need to reinstall Flash by first removing it from the plugins folder.

I removed it and restarted it and its still doing the same thing. Flash uninstaller opens fine but I can't install.

When you download Flash Player from the Adobe web site, you get this file:
install_flash_player_osx_ub.dmg
Open that file, and you get this file:
Adobe Flash Player.pkg
Right/control-click on that file, and choose Installer from the Open With menu.
Does that work? If not, where is yours different?

I guess someone has moved that out of its proper location, or deleted it completely. That should make you wonder what else might be missing...
You can extract just the installer from your 10.4 installer disk, using the Pacifist app. You can download that from here: http://www.charlessoft.com/
Or, if you might have moved other parts of your system, you may want to do a reinstall of your OS X system, using your 10.4 install DVD - choosing the option to archive & install. Run software update after completing that reinstall, so your system is updated again.
