Airport card not detecting networks

My airport card on my Powermac G4 Quicksilver 2002 is not detecting any networks in os 9.2.2, 10.3 and 10.4. It works in 10.5. The card is recognized and running the hardware test says the card is ok. I've tried another card and have the same problem. I have tried taking the card out and putting it back in, reattaching the antenna, looking on the motherboard to see if there is damage. I can't get it to work. In os 9.2.2 the computer pauses every few seconds and you can't do anything briefly. If you turn off the card or disable the airport drivers it goes away. Help! Thanks!
 
Is this an Apple-branded AirPort card or a 3rd-party PCI card?

If it's a 3rd-party card, then under 10.4 and earlier, you may need to install the proper manufacturer's drivers, probably obtainable from the manufacturer's website.

10.5 and later include additional hardware drivers for wireless cards; 10.4 and earlier typically only supports Apple-branded AirPort cards and less than a handful of 3rd-party cards without additional drivers.
