Beach balled and have to force quit often

every time i'm away from my computer or it's inactive for 4+ minutes and I try to get back into any app. that's already open or do anything I get beach balled for at least 30 seconds if it even stops. I usually have to force quit and restart.
I am using a dual 1G PowerPC G4 with a 2MB L3 cache per and 1.5 GB SDRAM with 99 GB available. Am running 10.4.7.
Any suggestions? I have already repaired permissions, verified the disk, and zapped the PRAM. Thanks guys.
 
Start up Activity Monitor and try to see which App or process is sucking up all the CPU time.

It should be pretty obvious. Let us know and we may be able to offer a solution.
 
I am going to try YASU right now. When I check the Activity Monitor, it shows that it itself takes more the %CPU than anything else I have running. It shows no large usages from anything.
