Caches folder

I was looking in the Caches folder located in /Library, and ~/library, and I wasn't exactly sure what is being held in there.

Is it similar to Temporary folders in Windows? If this is the case, can I just delete all the files in the folder?

Any help is appreciated, thanks.

Yes and Yes to your questions. Better yet, turn you cache off (it won't hurt your browsing unless you are on dial up) using a program like this. You also can delete it with your browser preferences.
