Can Safari export bookmarks as html file?

Is it possible to export bookmarks from Safari as html file, like you can in other browsers?

Or do I need to backup the Bookmarks.plist file in the Library folder in order to move my bookmarks to a new system?

Try Safari Bookmark Exporter, available through versiontracker. There's several other apps at versiontracker that might do what you need, but this one pops up first.
