Can't connect to FTP server from another host

Hello,
I'm having a problem connecting to my built-in FTP server. I can connect to it from the macbook pro it is running on by using my IP address or my loopback address. however when I try to connect to it from another host (on the same subnet as my MBP) I can't. My MBP just doesn't respond to the connection attempts. I ran wireshark on my MBP and it shows that it doesn't respond. I can see the SYN packets coming in but no SYN/ACK packets are sent back.

I am running 10.5.2 (leopard) which is an upgrade from Tiger, not a fresh install.

I forgot to mention. This happens if I set my built-in firewall to allow all incoming connections or if I set it to set access for specific services and applications.

Also, the same thing is happening to my SSH and TFTP server. It's like there is another firewall overriding the OSX firewall.
 
There is no NAT happening on my PCs. I ran wireshark and I can see the IPs/Ports coming in and out. The PC I'm trying to connect to my MBP from is on the same subnet as my MBP and there is nothing inbetween them.
 
It was my checkpoint VPN client. I thought I had the version that didn't have the firewall (securemote) but I have the version that does (secureclient).
