I'm currently working in OS 10.4 and in order to run final cut pro, it's asking for classic 9 but it says it's missing. What do i need to do?

If you did not install Mac OS 9 yourself, or you wiped your drive clean and installed Tiger, then you do not have Classic support on your machine.

You will need to install Mac OS 9 or a Classic environment in order to be able to run software in Classic mode.

It may also help to know what version of Final Cut Pro you're trying to run. If it's FCP 1 or (possibly, I can't remember) FCP 2, then yes, you'll need Classic to run it. If it's FCP 3 or FCP 4, then you do not need Classic to run it.
