Classic in clean OS X / new PowerBooks?

I know that they new PBs have Classic support, but can't boot to OS 9. How is the filesystem set up? Is there an OS 9 System Folder in the root of the hard drive? I tried to open a Classic app yesterday, but it wouldn't since I had no System Folder. Clean install of OS X. Should it not be like that? I stuck back the OS 9 System Folder from a backup I did, and after a little massaging it worked, but I didn't think I should need it there, nor do I want it there.

The first run of Classic sets up the System folder for use by Classic. there's probably someone here who knows how to setup the minimum System Folder needed by Classic.
