Cleaner for Mac iBook G4 Leopard

The very best cleaner that I have found for plastic, or other non-metal cases, is a product called Honda Wax. It's not cheap, available at (not surprisingly) Honda motorcycle dealers. It will clean up fairly heavy stains, and the surface of the case will shine like new....

If you are asking about getting rid of unneeded files, etc, rather than a physical cleanup, then you might come back with more details about what you want to do.
Macs (and OS X in general) do not usually need a "cleanup" of files - unless your hard drive is almost full - or you want to prepare an older Mac for sale, or for someone else to use.
Let us know if that's your real issue.

Thank you, DeltaMac! I need to clean up my hard drive because it is almost full. I accidentally deleted my Disk Utility App. I am using a cleaner called "Cache out X', but it will not clean my user cache. Thank you!

You can do a lot of 'cleaning' manually...
Go to your home folder/Library. You can safely drag the Caches folder to the trash.
Double-click on your hard drive. Go into the /Library folder. There's another Caches folder there.
You can also safely move THAT Caches folder to the trash.
Restart your Mac, then empty the trash (you can't empty the trash completely, until you restart.)
IMHO, better system maintenance apps exist than Cacheout X. The simple one that I often use is YASU: http://www.macupdate.com/app/mac/13416/yasu
You can remove your unused language support files with a tool such as Monolingual http://www.macupdate.com/app/mac/7758/monolingual
download the older version for your system.
And, there's utilities that will help you decide where your space is going, and give you the opportunity to delete some of the really large files - such as OmniDiskSweeper: http://www.omnigroup.com/products/omnidisksweeper/download/releasenotes/
Scroll down, and download the version 1.7.2
