Compatible Software For System Development

I am new to Mac, planning to buy an iBook and going to start my final year project.

my project scope will be system development for a bridal house's sales and inventory system (may be web based)

Or i have another idea to develop a wedding planner program.

Any software compatible to Mac OS X Tiger which allow me to the above?

If there is any, what is the level of difficulties for a beginner in Mac like me?
