Call the ISP or telephone company and have them upgrade you. Then it's a simple matter of setting up Mac OS X to use PPPoE (if you don't have a router), or DHCP (if you do have a router) for internet use.
The only difference you'll notice is that you no longer have to wait through some insanely long dial-up sequence, and the internet in general will be a lot faster on your computer.
