CPU monitoring and mach.h?

First off I'm new to the board so hello to everyone.

I am trying to figure out how to monitor the load on the CPU. I have found that what I am looking for is in the mach library. Is there some other way to do this? Otherwise is there anywhere that I can find some good documentation on the mach library?

I don't think that it matters, but I am also trying to do this on an Intel machine.

I'm trying to write a small program that will run at different speeds depending on the load being put on the processor by other programs.

Why can you just use nice, that is basically its purpose.
