how can I change the appearance of the cursor on a MacOS

bac01-- you can change the cursor size for start.>go to side bar and select sys. prefs>select universal access>open it and you will find cursor size; I believe it's in "SEEING".

It is in Mouse & Trackpad. Is there any way to change the colour of the cursor in Leopard?

No.

There are 3rd-party hacks that will allow you to change the cursor size/shape, a la Windows. Mighty Mouse from Unsanity software comes to mind -- but it may not be compatible with Leopard.
