Deleting Files without a password!

Hi, I'm currently running Mac OS X Leopard, I am signed on as the administrator. However I cannot delete, nor download files from the internet, nor can I transfer files from place to place, without being prompted for a password!

Any idea on how I can change the settings?

I just figured out this is only happening to files that I transfered from a different computer. Possibly read only? is this fixable? how?
