Disable "last page opened" feature

Is there a way to disable the feature that opens the last file I was working on?

ie. I open safari and instead of my home page showing up, it shows the last website I was on before I quit safari

ie. I open Preview to view a file and the last file I was looking at ALSO opens in the background.
 
Go to your System Preferences/General
Un-select "Restore windows when quitting and re-opening apps"

Or, you can close documents/windows in a particular app before you Quit that app. Then, you'll get whatever is the default the next time you open that app.

Or, another option would be to just close windows on apps. Most apps would simply remain open, without a window - and just let your apps remain open. If the resources from an idle app are needed, the OS X system can quit the app silently.
