Download from icloud/photos only in HEIC format

Even though I check Most Compatible, the downloads are always in the HEIC format. Not sure if this is a bug in the Catalina 10.15.3 update since I have had this problem in the past.

Suggestions welcomed...

Just to clarify, (as you didn't ask a question)...
Do you mean that if you upload a graphics file to your iCloud, when you choose to download that same file, it has been modified to HEIC, despite you knowing that the file you uploaded was in some other format?
Are the HEIC files somehow not usable for you?
