Finder issue

I get double entries on my pull down menus for example two restarts or two shut downs. Finder seems slow and I get outline of black box around icons when I click on them. Now scanner won't work either. Any ideas?
 
The double menu entries, and the black box on anything you click, is your VoiceOver software. You've accidentally turned that on.
Open your System preferences, then Universal Access pane. Turn OFF VoiceOver, and you'll be back to normal (whatever that is, eh!)
That wouldn't affect your scanner, but try it out - I could be wrong...
Do you get an error message of some kind when you try to use your scanner?
