Free CD burning software for .BIN&.CUE files

It does not matter what files you burn, you can use any burn program. What matters is who you burn it for. If you want that CD to be read by Windows and Mac, use the ISO format or dual platform (cross platform).
 
Cheryl: .BIN and .CUE files are similar to .ISO files -- they're disk images, and need to be burned with software that supports them. Just think of them as .ISO or .DMG files. They're disk image formats common on the PC side of things, just like .ISOs and .DMGs are common disk image formats on the Mac side.
 
So you can still use Toast (or even Burn in disk utility) to burn those files for a windoz user.

When a .BIN is paired with a .CUE file the combination is almost certainly a CDRwin CD image file. AFIK there is no application on the Macintosh, other than Virtual PC running Windows XP, that can mount the CDRwin CD image and Disk Utility cannot open the CDRwin CD image to burn a CD.

Assuming you do not have Virtual PC and Windows XP on your Mac, the best you can do is use the OS X Finder or Roxio's Toast to burn these two files onto a CD unopened. You cannot use Disk Utility because it cannot produce a CD with either the ISO 9660 or hybrid HFS+/ISO 9660 format. Then you can to pass the files along to someone with a Windows machine who can open the CD image.

This also assumes the .BIN is not a MacBinary encoded file that is often used for downloads on the Macintosh.
