Is it possible to upgrade free ftom Jaguar to Tiger only by downloading the updates, and if so where are those updates located so i can upgrade from Jaguar 2 Tiger?

No, there is no downloadable update beyond updating to the last version of Jaguar, which would be 10.2.8
Upgrading beyond that version is a paid upgrade.
