Getting your music on iTunes

That seems more like it's for indie labels to apply. I may be mistaken though.

It's for any of the following three:

1) Independent Artist or Group
2) Independent Music Label
3) Music Distributor

So, if you're an independent artist without any kind of label that has a few decent GarageBand recordings, your chances of getting that music on the store is slim, but it's always a good thing to apply.
