How do I change the language of the OS from Dutch to English?

A friend of mine who is coming to visit the states has a Mac Mini. OS X is in Dutch. How do I switch it to English? There is no country flag in the upper right hand corner. But maybe I have to turn that feature on?

Just want to put her Mac Mini in English.

Please advise.

Also, can I have one profile/Desktop User in Dutch and one in English? If so, how?
 
Launch System Preferences. To change the language open the International Pane and find the language you want and drag languages you want to the top. Their are 5 forms of English so drag them to the top of the list, in the order you want them to be used by the OS X system (in 10.4 just use the pull down item "Order for sorted list:" to select English). I have the English versions listed in this form list : English
U.S. English
Canadian English
British English
Australian English

To get the menu flag (staying in the International System Preference) select the tab "Input Menu"(from the top tabs). In the Input Menu put check marks in 'Character Palette", 'Keyboard Viewer', then go down the menu and also put the check marks in the country you want.

Then restart.
