Yes, 'StuffIt Expander', like many applications, does 'call home' - the first time it is launched. This happens, and will continue to happen, when 'StuffIt Expander' is again launched - because 'StuffIt Expander's 'StuffIt Expander, Allow Version Checking' menu item is checked by default. Selecting the menu item will remove the check mark, and the application will never 'talk home' again.
'StuffIt Expander' will still 'call home' (the first time it is launched) even if you (before launching it, for the first time) modify the ''... Stuffit Expander/Contents/Resources/defaults.plist' file's line beneath ...

... There is a simple work around. Disconnect your Mac from the internet (unplug the telephone cable, Ethernet cable, turn OFF Airport, etc - whatever applies to you), launch 'StuffIt Expander', select 'StuffIt Expander's 'StuffIt Expander, Allow Version Checking' menu item - to remove its associated check mark, and finally - reconnect to the internet, for a no 'talking home' 'StuffIt Expander'.
