Install Watcher?

Does anyone know of a utility for OS X that is similiar to InstallWatcher on Windows? What I am looking for is a utility that will "capture" the system before and after an install and tell exactly what was changed (log files, installed files, changed files, etc..)

No, that's for actually making install files -- for developers and what-not.

You can check what files were installed and where by looking at the "~/Library/Logs" - "Installer Log File" using Console.
