After an iPod battery is dead (i.e. doesn't hold a charge anymore), can it still be used while it is plugged into the dock?

I don't think it can, but I'm not sure.
You can get a do-it-yourself replacement battery for $40 if your iPod is a 1st or 2nd generation model:
