at my office they use winproxy for internet, on my mac (running macos 10.2.1) everything works fine: mail, browsers, chat, FTP even radio with microsoft windows media player but iTunes wont play any radio streams, it finds them but it just wont play them.... any inforamtion will be appriciated.

This might be a stupid question but have you configured your proxy server in the System Preferences - Network, or in each separate appplication? If the latter, you might try setting it up in Network and see if iTunes sees it...
 
I have my system configured to use the proxy settings, in iTunes there is no configuration for proxy (in WMP the preferences are set the same as my system).
