keyboard/mouse delay

Have already gone to control panels and set the speed to fast. Does not matter, I have to wait for a long time for letters or symbols to show up. This does not happen when typing on Text Edit. So it's not my keyboard or mouse or control panel. I am using OS 10.4.1

The speed was fast while typing this message first on Text edit, then I am going to copy/paste to your board, otherwise it would take me all day for this to show up.
 
Where and when, exactly, does this happen? Does it happen only in web browsers? If so, does it only happen in specific web browsers, or ALL web browsers (Safari, Firefox, etc.)?

Does it happen in other applications as well?

What kind of keyboard/mouse are you using -- USB (wired), wireless (with a dongle), or bluetooth?

Does it happen in other user accounts as well (you can create a new user account for testing purposes, then delete that account)?
