Mac OS X 10.3.9 :: Slows to a Crawl

I have had this same Mac for about four years.. with the hard drive completely crashing at one point and Apple having to replace it. Had Norton Utilities at one points which I was using to defrag the drive. I have since did a clean install of the OS about four months ago... I have done all this because eventuall my system slows to a crawl and takes five minutes to load a simple web browser. This is with me repairing and verifying almost weekly.. optiomizing.. and using Oynx to do some more matience things. Now it seems like a lost hope.

At the moment I am logged in to another account on my computer and it runs fine. So, I'm wondering if it is best to just use this account and move everything over here, or to do another clean install. If I should just move everything over, what is the best way.. including iTunes tracks, mail settings and messages, wallpapers, address book, etc etc. Theres got to be an easy way to just bring that stuff over here.

I would be careful moving a lot of stuff over to the new account, just put it somewhere where it can access the files. As your user profile grows it takes longer to load things and if it becomes excessively large it can actually cause the problems you are experiencing.
