Mail 4.3 Can't add new accounts

Started with issues of my accounts wanting a password every time it checked my hotmail accounts.
I could fix them a few weeks ago by deleting the account and adding a new one (same one really).
thought I would do that yesterday. deleted my hotmail account.
clicked the + button/tab to add a new account-
NOTHING happens. zero/nada etc.
so I went to file and highlighted add a account
same thing nothing happens.
so dumb me, I went into my preferences and deleted the (should not have emptied the trash) mail preferences thinking it would help.
same thing can't add accounts only delete.
only now I have no accounts.

rebuilt preferences, deleted caches, rebuilt again, restarted etc.
any ideas or help here.
don't want to go back to entourage (quit that many years ago).

Write down all you email server settings and that you have no emails sitting in your Inbox and all of them are in some named Saved folder "On your Mac". I say this because maybe resetting Mail might help ( the reset will not touch saved email).

1. Write down all you accounts email server settings because the reset will blow these away).

2. Quit mail.

3. Navigate to the folder /YourHardDrive/Users/YouUserName/Library/Preferences/ and find the file com.apple.mail.plist and move it to your desktop. Doing it this way if you can't reset you email server settings you can always put this file back to start over.

4. Start Mail and put back in your email server accounts again. Then see if you can re-add your ancient Hotmail server settings.

tried your suggestions. moved the plist file out.
restarted Mail... now i only have my mac acct but can't re-add or add any other accounts.
it doesn't matter whether I add account from file or tried the + tab.
nothing happens. nothing.
I even deleted the mail program from my primary accounts and added the backup mail program. same problem.

funny though the super duper backup on ext hard drive mail works as advertised w/ current leopard.

I have exactly the same problem and dumping my mail folder and mail.plist hasn't helped, I've deleted GrowlMail as well, as that is the only thing recently that to my knowledge might have affected the Mail App. But I'm at a bit of a loss as to this one, its been a few months since I last added a mail account but I've never had any problems before...

Any help or suggestions would be much appreciated.
