Making a custom keyboard layout.

I noticed that the keyboard layouts for OS X are able to define particular key combinations for functions like cut, copy, and paste. For instance, there's a Dvorak layout that keeps the Command-x/c/v for cut, copy, and paste.

Is there a way to create a new keyboard layout? I was wanting to make a layout that has all of the Windows functions (i.e. "end" goes to the end of a line instead of the end of the document). I know that making the Mac more like Windows is considered a sacrilege, but I'm just asking a question.

im pretty sure i read something about how to do that in the missing manual, ill check in a while and post the results of my search.
 
please do, because I was just going to post the same question (good thing I searched) since I need to move to the end of the line more often than to the end of the document.
 
Ok, that looks like you can change the letters, but how do you change the function of end?

I looked at the keyboard layout documentation at the Apple developer connection, and I couldn't find out how to redefine "end" there, either. The Dvorak layout that does this isn't the same kind of layout that is documented.
