Guess it still has to do with licensing issues, i.e. Apple is only allowed to deliver to US customers right now.

how exactly do they know if you're in the US or not? could you buy music outside the US if you had a credit card with a US billing address?

Yeh, but don't you have to be a us resident to get a us credit card. Or the know hardly anyone will go to the effort of trying to get one

Also, it's not about being a US citizen, it's about 'buying in the US'. And if you have a US billing address for your credit card, everything's basically just fine. But yes: The effort is probably too high for people...
